NHS Cheshire, Warrington and Wirral
The NHS White Paper, “Equity and Excellence: Liberating the NHS,” proposes the abolition of Primary Care Trusts by 1 April 2013 when Clinical Commissioning Groups will take over the commissioning of health services.
To ensure that PCTs can operate efficiently during the transition they have been grouped into “clusters” with a single Executive Board. NHS Wirral has been clustered with NHS Warrington, NHS Western Cheshire and Central and Eastern Cheshire Primary Care Trust. The local cluster was formally constituted from 1 June 2011.
The local cluster will
- Oversee the transition period between now and 1 April 2013 when Primary Care Trusts are abolished and Clinical Commissioning Groups led by local GPs and other clinical staff take over
- Make sure Primary Care Trusts continue to fulfil their statutory functions until 2013
- Support the emerging Clinical Commissioning Groups and develop business support units
Kathy Doran, Chief Executive of the Cluster, is the accountable officer for each of four PCTs. Kathy has accountability for a range of statutory responsibilities, including the financial budget (which is approximately £2bn across the cluster – £3bn including specialised commissioning)

The PCT area covers the following Wards:
Birkenhead, Bidston, Leasowe, Claughton, Moreton, Upton, Oxton, Tranmere, Egerton, Prenton, Wallasey, New Brighton, Liscard, Seacombe, Bebington, Bromborough, Clatterbridge, Eastham, Heswall, Hoylake and Meols, West Kirby and Thurstaston, Greasby, Frankby and Irby, Pensby and Thingwall
NHS Wirral was established on 1 October 2006.

We had resources available of £625 million for 2010/11 and against this incurred expenditure as follows:
- £ 402 million was spent on Hospital and Other Commissioned Services
- £ 58million was spent on Community Services (e.g. Nursing and Therapy Services)
- £ 61 million was spent on Primary Care Prescribing
- £ 86 million on Primary Care Services (including Dental)
- £ 16 million on Corporate Services
£2 million planned surplus will be moving over to 2011/12
We are responsible for the support and development of:
- 61 GP Practices
- 50 Dental Practices
- 36 Ophthalmic premises
- 86 Pharmacies
We provided a range of services which are now provided by the Wirral Community NHS Trust which was established on 1 April 2011.
