Procurement and Contracting Division

The Procurement and Contracting Division of NHS Wirral sits within the Health Systems Management Directorate, alongside the Divisions for Strategic Planning and Performance and Intelligence.

The team is responsible for drawing up all of the PCT contracts with secondary care, mental health and community providers and works across all Directorates within the organisation. In addition, the division also advises across the organisation on Non care related procurement, including the purchase of general goods and services.

Healthcare contracts

NHS Wirral uses the standard Department of Health contract templates as the basis for all contracts with providers which are related to the provision of a healthcare service. These contracts are used regardless of size or which sector of the market the provider is from. The most recent contract templates for 2010/11 can be found on the Department of Health website at:-

NHS Wirral, has developed a local procurement strategy, which follows the requirements of the Department of Health PCT procurement guide which was published in 2007, and sets out the PCT’s local approach to the procurement and contracting of health services.

The local procurement and contracting strategy is:-

Where the PCT has a requirement to stimulate the market or to increase the choice offering to patients, the PCT will advertise for either an ‘Any willing provider’ (AWP) or a formal tender exercise will be undertaken.

Non healthcare procurement

The division also advises and reviews the procurement of all general goods and services and is in the process of establishing a local procurement strategy in this area, which will soon be published on the PCT website. The PCT follows all EU Directives and UK law related to the procurement of public sector goods and services and has adopted local Standing Orders and Standing Financial Instructions that reflect this.
